What this means is individuals who receive CDASS will be assigned an individualized monthly allocation of funds that can be used specifically for hiring and paying for attendant services. Attendants may also be known as aides, personal care providers, homemakers or other terms for individuals who provide assistive home health services. The consumer, or individual receiving the assistance has a large amount of discretion in selecting attendants and services provided, but must have a stable health condition that requires attendant support and a predictable pattern of attendant services as documented by a physician or historical use of Medicaid services. Attendants can be friends and family members, or staff from an agency with qualifications for care set by the consumer.

The Consumer Directed Attendant Support Services CDASS is a service delivery mechanism which currently allows people who are on certain waivers to receive long-term home health, personal care, and homemaker services without having to go through an agency. Clients on Medicaid choosing this option receive training and are able to hire their own workers using a fiscal management service FMS. Clients unable to manage all aspects of self-direction can get an authorized representative to volunteer to manage the services on his or her behalf.
Disabled and elderly individuals must be participating in a program to receive long term care outside of a nursing home. This program model is also referred to as self-direction or participant-directed care. However, with CDASS, an authorized representative, who may be a trusted friend or family member, may fulfill these responsibilities for the eligible individual.
